Summary: Add a provider-neutral Python tracker CLI and library with stable JSON results.

Key changes:

  • add injectable gh/glab/tea adapters, provider precedence, normalization, retries, and structured errors
  • add issues, PRs, labels, assignments, wayfinding, frontier, claim, and resolve operations
  • add unittest contract coverage and tracker migration guidance
