Add Section E to setup-skills for agent CLI selection, replacing the hardcoded dispatch table and detection scripts in implement-issue.

- **New file: agents-seed.md** — Source of truth for all supported agents (pi, opencode, goose, codex, claude) with their binary and args
- **Section E in setup-skills** — Presents agent menu, validates binary on PATH, writes docs/agents/agent-cli.md
- **Refactored implement-issue** — Reads agent config from docs/agents/agent-cli.md instead of hardcoded table
- **Removed detection scripts** — detect-agent-linux.sh and detect-agent-macos.sh no longer needed
- **Added mise detection** — Uses mise x --allow-env='*' for consistent runtime, falls back to $SHELL -c
- **Invocation-time validation** — Fails fast with clear message if binary not on PATH
- **New test file** — Documents expected tmux command composition for each agent type

Streamline the skill by removing tea-specific command examples. The
checks (issue exists, labels, blockers) still need to happen but
the exact commands are now at the discretion of the agent.
Also update agents-seed.md to fix arg configurations and add missing
notes about stdin piping.
