fix(pkm-curation): correct contradictory and harness-specific operating rules

- Change 'Prefer reorganization over curation' to 'Prefer curation over reorganization'
- Remove 'cat' mandate, replaced with tool-neutral 'read completely' guidance
- Consolidate duplicate file-read requirement into single clear rule
