gitadmin bf9780345d fix(wallpaper): call fetcher by absolute path in set-wallpaper 
Hyprland's exec_cmd does not source the shell PATH, so plain
wallpaper-fetcher failed from the keybinding; use ~/.local/bin. Binary
rebuilt (5.3MB -> 2.6MB) and the keybinding now fetches technics.

gitadmin cdf23af952 chore(strata): bump bundled binary to 0.19.0 
Previous build had no version flag; the new one reports 0.19.0 and
adds --unlock-volume. Binary grows 13MB -> 32MB.

gitadmin 79b2dd599e feat: add wallpaper-fetcher binary and set-wallpaper wrapper script 
Add a compiled wallpaper-fetcher binary that downloads images from backiee.com, and a set-wallpaper.sh wrapper that downloads a random wallpaper and sets it as the desktop background via awww.
