chore(skills): remove agent-cli configuration and fix minor typos
Remove `docs/agents/agent-cli.md` and all references to it from `setup-skills/SKILL.md` (contents list, docs files list, and the Agent CLI block template). Fix typo "languagee" → "language" in `setup-skills/SKILL.md` and "labels" → "label" in `implement-issue/SKILL.md`.
