chore(dotfiles): define mise vars and rename THEME_DIR to THEMES_STATE_DIR

Add a [vars] block to mise.toml (name, email, second brain, theme state dir) so templates can reference them, and switch environments.tmpl to the THEMES_STATE_DIR var.
